Dr. Jervis Tetch, a supervillain in the DC Universe and appears usually as a foe of Batman. He is a scientist who invents and uses mind controlling devices to be used in the manipulation of the minds of his victims.
He is fascinated and obsessed by hats of all shapes and sizes and by the Madhatter character in the Alice in Wonderland novels and hence why he took the same title as a Gotham villain.

Tetch, as a child and as he grew up had no friends. He became a neuroscientist and moves into the boarding house owned by Ella Littleton, befriend her daughter Connie who in high school becomes pregnant and out of fear of her strict mother tells her she was raped by someone on the Gotham Hawks her highschool baseball team. Ella goes to Tetch for help and convinces him the Hawks are bad kids. He decides to help her and uses his mind controlling technology on one of them, forcing him to kill his fellow players. Although his first criminal act, this bombing was discovered years later.
Tetch has no inherent superpowers however his brilliance and inventions are what makes him a supervillain.
FOX's Gotham has cast Benedict Samuel to portray the character of Dr. Jervis Tetch in its third season which airs this fall.
